Notice of Intent to Award Contract

Engineering Services

Joint System Canal Phase 1 Project

Date: September 22, 2023

Medford Irrigation District (MID) and Rogue River Valley Irrigation District (RRVID) have completed their evaluation of the proposals submitted in response to its Engineering Services Request for Proposal. MID and RRVID’s RFP team has assessed the proposals in conformance with the evaluation criteria set forth in the RFP, and hereby notifies all proposers of its intent to award a conditional contract for engineering services for the Joint System Canal Phase 1 Project to DOWL, LLC (DOWL) who was determined to be the best-qualified proposer.

MID will contact the apparent successful proposer directly to negotiate a contract. This notice of intent to award is subject to the execution of a written contract by and between MID and the apparent successful proposer. This Notice of Intent to Award does NOT constitute the formation of a contract between MID and the apparent successful proposer for engineering services. MID further reserves the right to cancel this notice of intent to award at any time prior to the execution of a written contract.

MID’s award decision is conditioned upon final approval by MID’s Board of Directors and the successful negotiation of a contract.

This notice of intent to award shall remain posted for seven (7) business days through October 3, 2023, and no award will be made during this period. Any protest to this award must be received in writing by MID not later than 3:00 p.m., PDT on October 3, 2023. Any notice of protest must be sent via email to medid@medfordid.org and follow the procedures outlined in OAR 137-048-0240.
